Millerstown Borough Council Meeting Minutes October 6, 2025 Those in attendance: President Rob Shipp, Council members Rich Fegley, Tim Ritzman and Donna Showers. Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. HRG Engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins: None MCSI President Teresa Hunker had asked if they could hire someone to remove the weeds on South Market Street parking area. Council thinks with winter approaching they could wait until Spring. The minutes from the regular meeting were emailed and reviewed. Councilmember Ritzman made a motion to approve the minutes as presented. Councilmember Fegley seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Street Committee Report Jared advises the paving is complete and everything looks good. The salt spreader whirly hydraulic seals have been repaired and returned. Sewer Committee A new cpu for the computer was needed, the existing one was malfunctioning and was over 12 years old. A new Microsoft system has been purchased and installed by IT Reilly. The high wet well sensor needed to be replaced. The sampler that sits outside has broken down every two years. They may try to contact the sanitarian from DEP to see if they can pull the sample from the Sewer Committee cont. screen room or the chiller may need to be enclosed since the weather may be a factor in the frequent repairs. CH Burns replaced the fan assembly but next time the repairs will be more involved. Water Committee Report The lead and copper testing results have been sent to the participating residents as well as DEP. All the results were non-detect. The next testing will occur in three years. Finance Committee Report An outstanding lien from 2019 was collected for $5,300 that had previously been deemed uncollectable. The estimates from the accountant were accepted for a three-year contract. The preliminary budget work session is scheduled for Monday, October 27th at 5:30pm. Solid Waste Committee Report The Fall Clean Up in scheduled for this Saturday, October 11th from 8-12pm. Councilmembers Hertzler, Ritzman and Fegely plan to attend to help the employees. Solicitor’s Report Solicitor Dissinger presented previously advertised Ordinance #2025-01, indemnifying the Greenwood School District the responsibility for all oversight of the crossing guards. Councilmember Fegley made a motion to approve the ordinance as written and advertised. Councilmember Ritzman seconded the motion. Approval was unanimous. Engineer’s Report Isaac advises he has no new land development plans to review. They have met with the staff and updated the scope of the sewer bid documents as well as the opinion of the Solicitor. They will upload to the Bid Service so contractors can place bids and advertise in PennBid. The contract will be awarded sometime early next year to begin in the Spring. The second well site plans were reviewed and need clarifying documents HRG will provide. The CFA has not awarded any grants last month. The NPDES permit renewal has been submitted and is good for another 5 years. Zoning Permit Zoning Officer Reilly advised two dumpster permits were issued in September. Mayor’s Report Trick or Treat will be Friday, October 31st from 6-8pm. Old Business None New Business The Municipal Authority has asked the Council to approve their nomination of new member resident David Mittner to replace Curt Black. Councilmember Fegley made a motion to approve the appointment. Councilmember Showers seconded the motion. Approval was unanimous. A letter was received from the Governor concerning cooperation for the 911 Path; National Memorial Trail, which is 1,500 miles. For the 25th anniversary, they are planning signage along with Penn Dot for certain roads. Further information in the future. The office printer could not be repaired; a new one was purchased for $250. Councilmember Fegley made a motion to adjourn. Councilmember Ritzman seconded the motion. Approval was unanimous.
